A site plan is a document which describes and illustrates the various features on a development site. These features could include building location, landscaping, drainage, parking, pedestrian access, lot entrances and exits, and many more.
A Site Plan Amendment is applicable when:
- There is an existing Township of Guelph/Eramosa Site Plan registered on title; and
- The proposed changes are permitted in the Township’s Zoning By-law; and
- The proposed changes wouldn’t represent more than a 30% increase in the total on-site building footprint; and
- The intent of the original Site Plan in maintained.

Please note: The Township uses consultants for Planning, Engineering, and Legal services. The Township’s planning processes operate on a user-fee basis. As such, all consulting costs incurred by the Township in the processing of an application are to be paid by the applicant. Additional fees may be required by external commenting agencies, such as the Grand River Conservation Authority (GRCA) or Ministry of Transportation Ontario (MTO).
The County of Wellington serve as our Planning Consultants. Their Planning & Land Division Fees can be found online here. Please refer specifically to the Local Municipal Charges for their consultant fees.
If the application is approved, a Security Deposit and a Certificate of Insurance may be required before building permits can be issued. The Site Plan deposit will be refunded after construction has concluded and the site has been inspected for compliance with the site plan.
The following plans, drawn to metric scale and prepared by a qualified professional in compliance with the Zoning By-law, must be provided as part of your application:
- Legal Description (if required)
- Site Plan
- Site Servicing and Grading Plan (if required)
- Building Elevations (if required)
- Lighting Plan (if required)
- Landscape Plan (if required)
- General Vegetation Overview (if required)
- Tree Preservation Plan (if required)
- Ontario Building Code Analysis

Process overview:
- Pre-Consultation Meeting (if required)
- Application submitted
- Application reviewed to determine if all information needed has been provided and to confirm that the amendment is “minor”
- If more information is needed, the application is put on hold until it is provided
- Application is circulated to relevant agencies and staff for comment
- Comments to be address by the applicant before proceeding
- Planning report and draft agreement (if required) prepared and provided to the applicant for review
- A final planning report is prepared and presented to the CAO and/or Clerk
If approved by the CAO and/or Clerk, the amendment may be registered on title, or attached to the existing agreement
Before submitting a Site Plan Amendment Application, please make sure that you have prepared the necessary submission materials identified during the Mandatory Two-Phase Pre-Consultation Process. All required materials should be uploaded to a drop box with the following naming conventions:
Document Name_Property Address_Application Type_Submission # (Example: SPA_100TownRd_SPA_Sub1)
